Shrimp & Scallion Pancakes


1 cup flour
2 eggs, beaten
2 cloves garlic
1 cup water
1 teaspoon baking powder
1 tablespoon sesame oil
1/2 pound tiny shrimp
1 tablespoon shrimp powder
1 tablespoon fish sauce
2 tablespoons soy sauce
1/2 diced white onion
canola oil for frying
2 tablespoons toasted sesame seed
2 bunches diced green onion
1 tablespoon chili paste
salt and pepper

Dipping sauce:
1/4 cup soy sauce
1 tablespoon diced garlic
1 tablespoon diced ginger
1 teaspoon sesame oil
1 tablespoon orange marmalade
1 tablespoon vinegar
juice of 1/4 lime
1 teaspoon sesame seed
1 tablespoon fish sauce
2 diced green onion

Reminder to self: You know how you only make savory pancakes like once every couple years? It's because you only want ONE.
